What is DIWASS?

DIWASS (Digital Waste Shipment System) is the new European digital registry designed to manage and track transboundary waste shipments subject to notification.
It is introduced by Regulation (EU) 2025/1290 on shipments of waste, which enters into force on 21 May 2026 .
DIWASS will gradually replace paper-based procedures related to notifications and Annex VII (green list waste) and Annex IB (orange list waste) , and will centralize exchanges between:

Each Member State decides whether companies should work directly with the DIWASS platform or via their own national tool coupled with DIWASS.

DIWASS: Green list or orange list, which procedure applies to your transfers?
Before digitizing your waste streams, you first need to know which regulatory category they fall into.
Two systems coexist depending on the nature of the waste transported, and this distinction conditions everything else in your organization.
Annex VII, the reference document for waste on the green list
Non-hazardous waste intended for recovery falls under the green list. Its cross-border transport must be accompanied by ANNEX VII, a standardized document that accompanies the goods physically or digitally.
This is the most frequent scenario for the majority of carriers and operators concerned.
The prior notification procedure for waste on the orange list
For hazardous or more complex waste, the logic changes entirely.
It is then necessary to compile a preliminary NOTIFICATION FILE, obtain the agreement of the authorities of the countries of departure, transit and destination, sign a contract and subscribe to a financial guarantee.
A cumbersome procedure, which leaves little room for improvisation.

What must already go through DIWASS and what remains on paper
Since May 21, 2026, Regulation (EU) 2024/1157 has entered into force: it repeals Regulation (EC) No 1013/2006 and imposes electronic exchange via DIWASS (Digital Waste Shipment System) for files subject to notification.
For the Green List, a transition period is in effect until December 31, 2026: paper copies of Annex VII remain permitted, even though digital versions are already allowed. This tolerance will end on January 1, 2027.
This is the deadline to remember in your operational planning (source: Regulation (EU) 2024/1157 - EUR-Lex ):
From now on: possibility of switching to the digital Annex VII;
until December 31, 2026: coexistence of paper and digital for the green list;
From January 1, 2027: end of paper tolerance, gradual generalization until 2029.
